About

Asem Khalil is a professor of public law at Birzeit University. Khalil teaches at Birzeit University in occupied Palestine and the University Saint Joseph in Lebanon. He is currently a board member of two key human rights groups in Palestine: The Independent Commission of Human Rights and Al-Haq.

He is the former director of the Ibrahim Abu-Lughod Institute of International Studies (2010-2012), former dean of the Faculty of Law and Public Administration (2012-2015), and former vice president for community affairs (2016-2020). Khalil has also served as an independent consultant to international and national bodies.

He was a visiting researcher at the NYU School of Law (2009-2010 and 2015-2016) and at the Max Planck Institute, Germany (Summer of 2015).

He holds a Ph.D. in Public Law from Fribourg University, Switzerland, a Master in Public Administration from the National School of Administration in France, and a dottorato in Utriusque Juris from the Pontifical Lateran University in Italy.

His latest publications include: “Palestinians to Citizens: Is Citizenship a Solution to the Palestinian Refugee Problem?” (Middle East Law and Governance), “Beyond the Written Constitution: Constitutional Crisis of, and the Institutional Deadlock in, the Palestinian Political System as Entrenched in the Basic Law” (International Journal of Constitutional Law), “Socioeconomic Rights of Palestinian Refugees in Arab Countries (International Journal of Refugee Law), “From Constitutions to Constitutionalism in Arab States: Beyond Paradox to Opportunity” (Transnational Legal Theory). Dr. Khalil is also the author of several chapters in books published by well-known academic publishers including Palgrave, Oxford University Press, I.B. Tauris, L’Harmattan, and Cameron May Ltd.

Khalil is interested in researching and teaching Constitutional Law, Refugee Law, Research Methods, Law and Society, Law and Politics, and Political Philosophy. He speaks and writes in Arabic, English, French and Italian.

عاصم خليل، أستاذ القانون العام في جامعة بيرزيت. يدرس خليل في جامعة بيرزيت في الأرض الفلسطينية المحتلة وفي جامعة القديس يوسف في لبنان. يشغل حالياً عضوية مجلس إدارة مؤسسة الحق ومجلس مفوضي الهيئة المستقلة لحقوق الإنسان.

عمل خليل في السابق كمدير لمعهد ابراهيم أبو لغد للدراسات الدولية (2010-2012) وكعميد لكلية الحقوق والإدارة العامة (2012-2015)، وكنائب رئيس الجامعة للشؤون المجتمعية (2016-2020). كما كان باحثا زائرا في كلية القانون في جامعة نيويورك (2009-2010 و2015-2016)، وفي معهد ماكس بلانك (صيف 2015).

يحمل خليل درجة الدكتوراة في القانون العام من جامعة فريبرورغ، سويسرا (2006) ودرجة البكالوريوس والماجستير في القانون المدني والكنسي (utroque iure) من جامعة اللاتران، روما.

من بين منشوراته: التعددية القانونية كمدخل لفهم الظواهر القانونية في فلسطين: القانون العشائري كحالة دراسية (مجلة الحقوق، جامعة الكويت)، دراسات في النظام الدستوري الفلسطيني (كلية الحقوق والإدارة العامة)؛ قانون التشريع “قانون الحرية: هل الديمقراطية بديل عن حكم القانون (مؤسسة مواطن لدراسات الديمقراطية)، منهجية البحث القانوني وأصوله: تطبيقات من النظام القانوني الفلسطيني (دار الشروق). كما نشر فصول في عدة كتب ومقالات محكمة في مجلات محكمة.

يهتم خليل بالبحث والنشر في مجالات مختلفة أهمها القانون الدستوري المقارن، قانون اللاجئين، البحث القانوني، القانون والمجتمع، الفلسفة السياسية. كما ويتقن خليل اللغة العربية والإنجليزية والفرنسية والإيطالية، كتابة وقراءة.
